Legal Requirement for Landlords in England

Since July 2020, all landlords in England must have a valid EICR for every rental property. Failure to comply can result in fines of up to £30,000. The inspection must be carried out by a qualified, competent person — and the report given to tenants within 28 days.

What Does an EICR Inspection Cover?

Understanding EICR Grades

Every observation in an EICR is classified by severity. Here's what each code means for you as a landlord.

C1
Danger Present

Immediate risk of injury. Requires action before the property is re-let. We can isolate the hazard immediately during the inspection.

C2
Potentially Dangerous

Not immediately dangerous but needs urgent attention. Must be remedied within 28 days. EICR will be graded Unsatisfactory.

C3
Improvement Recommended

Not dangerous but doesn't meet the latest standards. EICR can still be Satisfactory. Action recommended but not legally required.

FI
Further Investigation

Something requires further investigation before a grade can be assigned. Usually means concealed wiring that needs uncovering.

The 28-Day Deadline Explained

Day 0 — EICR Issued
You receive an Unsatisfactory EICR with C1 or C2 codes.
Day 1–28 — Remedial Work
All C1 and C2 faults must be remedied within 28 days (or sooner if specified).
After Remedial Work — New Certificate
A new Satisfactory EICR or completion certificate is issued and given to tenants.
If Missed — Council Enforcement
Local authority can issue a remediation notice and impose fines up to £30,000.
